Nigeria police rated worst in the world in ranking of 127 countries



The Nigeria Police Force (NPF) has been ranked worst in the world according to the 2016 World Internal Security and Police Index (WISPI).

The WISPI was released by two bodies – the International Police Science Association and the Institute for Economics and Peace.

The report which measured the police’ ability to address internal security issues, assessed police in 127 countries based on four metrics—capacity, process, legitimacy and outcomes.

The report showed that Nigeria performed poorly in all four categories, with a score of 0.255.

“There are 219 police officers for every 100,000 Nigerians, well below both the Index median of 300, and the sub-Saharan Africa region average of 268.

“This limits the capacity of the force to measure up to its law and order mandate.

“In terms of process, legitimacy and outcomes, the story is not different which makes the force fall short of the required standard.

“High levels of political terror have been an issue for Nigeria since 1993, with the country scoring a 4 on the Political Terror Scale every year since then.

“Terrorism remains one of the greatest threats to internal security. Terrorism has increased dramatically over the last three years, with more than 62,000 people being killed in terrorist attacks between 2012 and 2014. The biggest rise in the last year occurred in Nigeria”, the report read.

According to the report, the top 10 performing African countries were Botswana which ranked highest at 47, followed by Rwanda which took the 50th position.

Others include Algeria, Senegal, Tunisia, Egypt, Burkina Faso, Ghana, South Africa and Mali, in that order.

The remainder of the 10 worst performing African countries include Madagascar (111th), Zambia (112th), Ethiopia (115th), Sierra Leone (117th), Cameroon (120th), Mozambique (122nd), Uganda (124th), Kenya (125th), Democratic Republic of Congo (126th).

Europe was at the top of the global rankings, with eight European countries in total.

Reacting however, Jimoh Moshood, spokesman of the police, rejected the report, claiming Nigeria police was best in Africa.

FULL LIST of countries with least powerful passport in the world



Nigeria has been named one of the least powerful passports in the world, a new ranking by Canada-based global consultancy firm, Arton Capital showed on Wednesday.

According to the ranking known as ‘The Passport Index,’ Nigerians can travel to only 44 countries either without a visa at all or can have one issued on arrival.

According to the Index, Djibouti and Congo with visa-free to 45 countries; Algeria (46); Liberia, Angola, Equatorial Guinea, and Burundi and Cameroon (47) are African countries with a stronger passport than Nigeria.

Others are Central Africa Republic (48); Guinea-Bissau, Chad, Egypt (50); Comoros, Gabon, Mali, Madagascar (52); Togo, Niger, Mozambique (53); Rwanda (54); Senegal, Mauritania, Burkina Faso (55); Guinea, Ivory Coast (56); Sao Tome, Benin, Morocco (58); and Ghana, Sierra Leone (60).

Also, Uganda and Zimbabwe rank higher with 61 and 62 visa-free countries respectively, while Cape Verde, Tunisia and Zambia are on 63; followed by Tanzania (65); Gambia (66); Namibia (67); and Kenya, Malawi (68).

Tiny Singapore now has the world’s most powerful passport, according to a new ranking, with its citizens able to travel to the greatest number of countries visa-free.

Passport Index, which keeps track of how usable such documents are, said the city-state grabbed the top spot after Paraguay removed restrictions for Singaporeans.

That means the approximately 3.4 million holders of Singaporean passports can now travel to 159 countries either without a visa at all, or can have one issued on arrival.

Germany came in second place, with its citizens able to visit 158 countries without a visa, while Sweden and South Korea tied for third.

The USA passport was in sixth place, alongside Malaysia, Ireland and Canada.

Afghanistan came bottom of the list with visa-free access to just 22 countries.

Passport Index said the US passport’s usefulness has fallen since President Donald Trump took office, with Turkey and the Central African Republic becoming the most recent countries to revoke their visa-free entry for holders.

Passport Index ranks passports worldwide based on the cross-border access a holder has. It was developed by Canada-based global consultancy Arton Capital.

“For the first time ever, an Asian country has the most powerful passport in the world,” Philippe May, managing director of Arton Capital’s Singapore office, said in a statement.

“It is a testament of Singapore’s inclusive diplomatic relations and effective foreign policy.”

Trump blast ex-FBI chief over alleged Clinton fix



President Donald Trump accused James Comey Wednesday of fixing a probe into Hillary Clinton’s email last year, pointing to a heavily censored email released by the FBI as evidence.

The email, released Monday, was described by the FBI as “drafts” of Comey’s July 5, 2016 statement in which he announced that the investigation into Clinton’s use of a private email server as secretary of state had concluded and no charges would be brought.

The documents were censored in their entirety except for the headers in an email Comey sent to top aides May 16, and a follow-up email sent by one of his aides to other FBI officials requesting comments “on this statement so we can roll it into a master doc for discussion with the Director at a future date.”

“Wow, FBI confirms report that James Comey drafted letter exonerating Crooked Hillary Clinton long before investigation was complete,” Trump said via Twitter.

“Comey stated under oath that he didn’t do this — obviously a fix? Where is Justice Dept?” he said.

“As it has turned out, James Comey lied and leaked and totally protected Hillary Clinton. He was the best thing that ever happened to her!”

Comey has denied manipulating the results of the Clinton investigation, which figured large in the heated presidential election campaign.

Trump fired Comey on May 9, 2017 citing Comey’s investigation into alleged links between the Trump presidential campaign and Russian interference in the election, as well as Comey’s alleged protection of Clinton.

In September, amid the first reports of Comey’s draft clearance letter on Clinton, legal specialist and Comey friend Benjamin Wittes argued there was nothing wrong with preparing a statement well ahead of time when an investigation’s result is apparent.

“There is nothing surprising about this news that Comey began drafting what became the declination statement early,” he said via Twitter.

“By May, after 9 months of investigation, unless HRC (Clinton) lied to the FBI or it found something new, this was headed for a declination.”

(Ouch)NCC Vows To Curb Hate Speeches In Social Media.


Nigerian Communications Commission (NCC) says it is partnering the Office of the National Security Adviser (ONSA) to ensure hate speeches, particularly in the social media, are reduced to the barest minimum.
The executive vice chairman and chief executive officer of the NCC, Engr. Umar Garba Danbatta, made this known in Calabar Wednesday while opening a two-day workshop on Information and Communication Technology (ICT) Utilization and Sustainability for South South Zone, organised by the Universal Service Provision Fund (USPF), a unit within the NCC.
Represented by the Head of Strategy and Corporate Performance of the Universal Service Provision Fund, Kelechi Nwankwo, Danbatta said NCC would ensure that the cyberspace was sanitised in order not to endanger the peace of the country.
“There is a cyber-crime law which is being operated between the NCC and the office of the national security adviser, which is being managed by the later. There are several things people want but if they are not in the law or in the Act, there is nothing one can do.
“We need to make sure that people get information and not restrict it but, in doing that, people need self-regulation for social media activities. People should be mindful of what they post; there should be no hate speech, and then they should take responsibilities for what they are putting on the net,” the NCC boss said.
According to him, the NCC was currently implementing an 8-point agenda with the strategic vision of 2015-2020 which, he explained, includes promoting innovation, investment, competition and consumer empowerment “in and on top of the communications platforms of today and the future.”
The NCC boss believed that the workshop would afford participants the opportunity of interacting with the USPF in identifying sustainable solutions for two key projects, which he identified as the Community Resource Center (CRC) and School Knowledge Center (SKC), noting that it was intended to develop their capacity.

UN extends probe of Myanmar violence.


The UN decided Friday to extend an investigation into abuses committed in Myanmar, especially in Rakhine state, where violence has forced hundreds of thousands of Rohingya Muslims to flee.
The UN Human Rights Council adopted a resolution tabled by the European Union calling for the international fact-finding mission to be given another six months.
Several countries distanced themselves from the resolution, including China, but none demanded a vote in the 47-member council, and the measure was adopted by consensus.
The council set up the mission in March to investigate possible violations across Myanmar, with a particular focus on alleged crimes against Rohingya in Rakhine state.
The Muslim minority is loathed in Myanmar, denied citizenship and are instead branded “Bengalis” — or illegal migrants who do not belong in the Buddhist-majority country.
Half a million Rohingya have crushed into camps in Bangladesh since August 25, fleeing a Myanmar army campaign and communal violence that the UN describes as “ethnic cleansing”.
Earlier this month, the UN fact-finding mission asked for more time, lamenting a lack of access to the country. Friday’s decision gives them until next September to present their final report.
Myanmar’s civilian leader Aung San Suu Kyi has repeatedly denounced the UN probe as unhelpful and vowed that her government would not cooperate.
But after an outcry, Suu Kyi said earlier this month that her government was open to foreign scrutiny of the situation in Rakhine.
“We hope the government will see the benefit of cooperating,” Estonian ambassador Andre Pung told the council on Friday, speaking on behalf of the EU.
But Myanmar representative Hau Khan Sum said his country vehemently rejected the resolution, saying it continues “to believe that the establishment of a fact-finding mission is not helpful”, and “counter-productive in our efforts to achieve national reconciliation.”
While welcoming the extension of the UN fact-finding mission, activists said that the resolution’s wording had been weakened to help it pass.
An earlier version called “for an end to … violations and abuses” in Myanmar, but the document that passed Friday called only for “and end to the violence.”
“It’s baffling that it decided not to clearly call for an immediate end to grave and serious rights violations,” Iniyan Ilango of the Asian Forum for Human Rights and Development told AFP.

Strengthening the national bond amid agitations.

Beyond display of maximum force that seems to have characterized the invasion of the South East by the military, there exist several other approaches to douse the growing waves of agitations in the country.

Chairman of the Foundation for Ethnic Harmony in Nigeria (FEHN), Allen Onyema and his Emory University partners on non-violence education and peace around the world, Bernard LaFayette and Charles Alphin, are not only convinced that Nigeria would fair better in an atmosphere of peace and unity, they also appear to have understood dialogue as a potent tool to foster peace in a multiethnic setting like Nigeria.
To that extent, FEHN brought together representatives of the Indigenous People of Biafra (IPOB), Arewa Youths Congress (AYC), O’dua Peoples Congress (OPC) and Niger Delta youths in a five-day training to douse tension in the country and foster a stronger, indivisible country.
Onyema had said in his opening speech that tension was already high in the country. He was right! Events around the country and particularly in the Southeast in the last couple of days had proved him right.
It was an emotion-laden event, to say the least. First, the opening ceremony was marked with reminiscences of the late former President Umar Musa Yar’Adua years that were marked by the Presidential Amnesty Programme for Niger Delta Militants in which Onyema played a prominent role.
Second, the sitting arrangement in training hall of the Limeridge Hotel on Chevron Way, Lekki, was marked by discrepancies as the different groups sat according to their ethnic nationalities. But at the end of the first day, all the participants had become friendly as they charted freely with one another, having, in all modesty, discarded all ethnic barriers.
Third, Lafayette, who teaches at the Emory University and Chairman, Board of Directors of the Southern Christian Leadership Conference gave the participants a food for thought: “The world needs Nigeria and the huge natural and human resources it has to offer. Nigeria should live in peace and end all the agitations and violence. The country must be an example to the rest of the world.”
What’s more, Onyema, who went down memory lane, said the country was in the situation it is today because a section wants to appropriate its resources to themselves to the detriment of the other sections.
He used the analogy of three brothers who own a bottle of water but which the eldest had claimed belonged to him alone.
“If the two other brothers approach their elder brother through violence or threats, they may not get some of the water in the bottle, but if they dialogue on the need to share the water, applying wisdom and tact, they may convince the senior brother to share the water equally with them,” he said.
To that extent, he was quick to add that the other sections that are feeling cheated should use dialogue and non-violent means to demand their rights rather than violent agitations and threats of secession. He charged Nigerians, especially the younger generation to stand and fight together, rather than fight themselves.
In his words: “We have to join hands together to confront the common enemies who have held our great country by the jugular. We have to come together to change the old order.
“We have to fight for each other rather than fight each other. Until we learn to fight for each other, national unity will continue to elude us. We must address the conflicts to be able to cohabit peacefully together in a greater country.”
Having said this, Onyema stressed the need for participants to interact and make friends with one another, insisting that at the end of the training, each participant would have made at least two or three friends from other parts of the country. The arrangement worked like magic as the sitting arrangement along ethnic lines on the first day of the programme gave way to a community of friends sitting together and agreeing on a stronger, indivisible country.
Participants who spoke to The Guardian during and after the training could not agree more that the programme came at a very auspicious time in the history of Nigeria.
President of Arewa Transformational and Empowerment Initiative (ATEI), Mohammed Danjuma, said his hope for the continued existence of Nigeria as a country in spite of the differences, was renewed. He expressed willingness to work with youths from the Eastern part to move the country forward, saying Nigerians must close ranks and come together for the good of Nigeria.
Danjuma, who observed that Nigerians were so engulfed in self-preservation and seeking justice for themselves and their ethnic groups, while fighting each other, said the training has brought home the lesson that injustice anywhere was a threat to justice everywhere.
“The common enemies of Nigerians are poverty, insecurity, joblessness and a host of other social issues, which do not discriminate between the Igbo man, Hausa man or the Yoruba man. So, we might as well come together and close our rank to see how we can fix this country because it has the potentials for us to prosper together,” he said.
He urged the northerners to see how they could work with their brothers from across the country in an era of inclusiveness, togetherness and prosperity rather seek sectional interests because a stronger and bigger Nigeria is better than Biafra, Arewa or Oduduwa republics.
The younger brother to the leader of IPOB who led the team from the East, Emmanuel Kanu, who also shared gifts to the participants from the North, said the move symbolised peace, a new and better understanding between the two ethnic groups and others in the country.
Commending the northern group for their declaration of support, Kanu said the move was the right step in the right direction. He, therefore, urged IPOB members both at home and in the Diaspora to make non-violent agitation their objective.
Responding, Onyema, who doubles as Chairman and Chief Executive Officer of Air Peace Limited, lauded the peace accord between the two parties, said the country would surely change for the better.
I think conflict in itself is not too bad, it can be a catalyst for positive change and we see that the tension that has been generated in the country today will lead us to a new Nigeria, which all of us can be proud of without shedding blood or having any issue”, he said.
A participant from the OPC group, Kayode Ariwayo, said the training brought home the essence of love and peaceful coexistence in the country.
FEHN is sponsoring about 50 of the participants, who passed an oral and written test at the end of the training are proceeding to the Emory University, Atlanta, Georgia, United States of America (U.S.A.) for a nonviolence education programme.
He hoped the Federal Government would replicate and facilitate this kind of programme in the 774 local governments in the country to promote peace, understanding and love for each other among Nigerians.
Speaking to The Guardian, a former Niger Delta agitator who had benefitted from the Presidential Amnesty programme, who also attended the training, appealed to all ethnic groups in the country to tow the line of peace and non-violent agitations.
“I appeal to all groups to embrace peace and non-violence in their requests and agitations. More importantly, the Federal Government should minimise the use of force on civilians seeking their rights. You use force on animals and not citizens. Let the government and the people embrace peace so that the country can move forward.”

EFCC Arrests 4 Internet Fraudsters In Benin(photos)

Information reaching the PoliticsNGR newsdesk on Tuesday afternoon reveals that Four suspected internet fraudsters will soon be arraigned in court by the Benin Zonal office of the EFCC.

The suspects, Shiko Romeo, Bobby Edigiu, Henry Nisike and Emmanuel Ayo were arrested recently by men of the Nigeria police force on suspicion of being involved in internet fraud.[sup][/sup]

Upon handing the suspects over to the EFCC Benin Zonal Office, operatives of the Commission embarked on painstaking investigations including forensic analysis of their laptops were incriminating documents were retrieved and printed.

The suspects later confessed to their involvement in internet fraud using fake identification on Facebook in their attempts to hoodwink unsuspecting persons especially European and American women.

For instance, Shiko Romeo, who claims to be a student of National Open University, NOUN, confessed that he scammed the duo of Kitty Zamaripas and Susan various sums of money with a promise of love relationship using the name John Culfer who lives in New Jersey, USA.

Federal government declares 2 days public holiday for Sallah

- Nigeria's interior minister, Abdulrahman Danbazau has announced a two-day public holiday as part of the Eid-el-Kabir celebration.

- Danbazau urged Nigerians to use the two days, September 1 and 4, to pray for peace in the country.

He also warned citizens peddling hate speeches to desist from it as government will now frown at such The government of President Muhammadu Buhari has declared Friday, September 1 and Monday September 4, 2017 as holidays in celebration of the Eid-el-Kabir. The announcement of the public holiday was made by Abdulrahman Dambazau, the interior minister. Speaking on behalf of the government, Danbazau congratulated Muslims over the celebration.

He also urged Nigerians to use the period to pray for peace, unity, prosperity and the stability of the country’s democracy. The report quoted Dambazau as asking Nigerians to continue to support the administration of President Muhammadu Buhari as it moves to build a peaceful and harmonious country that ensures the rights of citizens are protected.
